The Fraud and Corruption Framework is applicable to all department staff, executive officers, contractors, service providers, consultants, and funded agencies and organisations.
What is fraud?
Fraud is dishonest activity that causes actual or potential financial loss to any person or entity.
What is corruption?
Corruption involves dishonest activity where someone abuses their position of trust and acts, contrary to the best interests of the department, to gain an advantage for themselves or another.
Protected disclosures used to be known as whistleblowing.
A protected disclosure is a disclosure made in line with the Protected Disclosure Act 2012 (this act replaced the Whistleblowers Protection Act 2001).

How do I report suspected fraud or corruption?
You can report suspected fraud or corruption to any of the following:
- DHHS Corporate Integrity team
- Protected Disclosures (formerly Whistleblowers)
- Victoria Police
- Independent Broad-based Anti-corruption Commission (IBAC).
